CareER Disability Inclusion Index

What is CareER Disability Inclusion Index?

CareER Disability Inclusion Index (CareER DII) is an award-winning framework and assessment tool (similar to an audit) developed in Hong Kong by people with disabilities for the private sector to identify barriers and build a roadmap of measurable and tangible actions towards disability inclusion using a systematic approach.

In recent years, CareER saw a rising demand for employers to enhance their internal environment and a structured framework of disability inclusion strategies to meet standards of Environmental, Social, Governance (“ESG”). Many countries, including Australia, Canada, India, Singapore, UK, and the US, have developed various assessment tools and indices for this purpose to support employment for people with disabilities.

Combining experience from overseas countries and CareER’s own working experience with local employers and talent pool in the past decade, CareER DII was developed by our team in 2021 as Hong Kong’s first and only localised index framework to support corporations on disability inclusion.

Internationally-Recognised and Award-Winning Methodology

CareER DII uses a data-driven, evidence-based approach to measure and identify potential barriers hindering a company’s success and readiness to provide equal opportunities and hire people with disabilities. Our methodology systematically transforms a business’s internal and external environmenthence CareER was awarded the United Nation-affiliated Zero Project award for a second time in 2025 for our innovative approach to transforming businesses and supporting employment for people with disabilities.

CareER DII also shows promising results after initial testing with our regional employer partners in assessing their APAC offices’ inclusiveness, with the flexibility and adaptability for regional expansion.

Why disability inclusion matter?

Many people may take disability inclusion as a social responsibility but are unaware of its business benefits. Take a look at how practising disability inclusion benefits your businesses:

For Community and Government

  • To promote an open, inclusive and accessible working environment for all persons with disabilities and SEN (not only focusing on tertiary-educated population)
  • Serve as a data-driven and evidence-based reference to the Rehabilitation Advisory Committee of the HK Government
  • Support the government in designing policies that can better support people with disabilities in the workplace
